Keep wood uprights and hardware out of the line of fire, and use hangers made for steel when you hang steel.

Do 2x4 stands include the lumber?
Usually not. The base and brackets ship in the box and you add standard 2x4 uprights, which are cheap to replace when they get shot.
Why hang steel from chain or strap?
A plate that can swing absorbs energy and directs fragments down. Bolting steel rigid to a post makes it more likely to crater and splash.
